"Why don’t they ever sell the cool stuff in the US?" WHAT? Maybe you should ask "why don't we ever BUILD cool stuff like this in US" as the scooters themselves were and are indeed sold in US. The Honda Fusion sold here (as the Helix, identical machine) off and on from 1986 to 2006 with NO changes other than aluminum wheels and emission control. The Suzuki Skywave is still sold here as Burgman, identical machine. The Yamaha is a Majesty here as well. Now CUSTOMIZING in US is a bit different, but with spray paint, imagination and eBay, and the white/yellow one is easy build. Others here, I imagine many custom wheels/exhaust/steering posts/ are from motobike.jp in Japan, or another Japanese source. Deep wallets and you can build any of these in USA. By the way, the air ride lowering kit is sold on motobike.jp for 462,000 yen. Yes, that equals $5,100 US... for just the lowering kit.

I'd be very cautious about buying one of these... apparently the battery has a poor build quality. It cost me a lot to get one of the red ones pictured at the bottom of this page sent over from japan, and when I tried to use it to charge my experimental military laser cannon the battery caught fire!

would not recommend.

There are tonnes of maxi-scooters already available in North America and Europe! Not necessarily low-riding, however, but that's easily solved with a bit of spring modification or spring-exchange.

I've also seen a lot of used scooters available in big cities; for example, the Honda Fusion.
