In Richmond, London, the local police department has launched a new community awareness program aimed at teaching locals the dangers of leaving their vehicles unlocked. Launched in the wake of sharp rise in thefts from unlocked vehicles, rather than attempt to locate the person(s) reasonable for the rash of thefts, officers will be targeting the citizens. As per the new program, officers have been authorized to remove valuable goods from any unlocked cars in order to simulate an actual larceny. In place of the items, officers will leave a note indicating which police precinct the owner may angrily storm and/or retrieve his belongings from.
Careful to avoid openly admitting many Richmond residents demonstrate qualities strongly indicative of being a dumbass, community safety council head David Williams explained, “We have the lowest level of crime per head of any borough. However, one problem we have got is too many thefts from motor vehicles. The main reason for this is sheer thoughtlessness and carelessness by car owners.”

Given my experience with the good old British government, it should take people roughly 5-6 months to get their stuff back. By which time they really don’t care anymore.
