		<description>I&#039;ve driven on lots of interstates, highways, and streets that are made of concrete. I recall the rational for making asphalt roads is that in annual budgets it&#039;s cheaper, but long term asphalt is most expensive. So basicly the problem is budgetary bs, not dependance on oil for asphalt. Get cities, counties, and states to stop the annual cost evaluation and instead, think longterm about roads like they do about their careers, and we wouldn&#039;t have this mess.</description>
